The Constitution of the United States forbids making an ex post facto law. The presenting of the resolution alluded to shows their feelings, they wish the Constitution out of existence, and there is no question but that they will get rid of it as quickly as they can, and that would be by ex post facto law, which the Constitution of the United States strictly forbids.
